Dissertação/Tese AÇÕES PARA MITIGAÇÃO DOS IMPACTOS CAUSADOS PELAS CONDIÇÕES DE COLETA, MANUSEIO E DESCARTE DE RESÍDUOS SÓLIDOS NO MUNICÍPIO DE SÃO FRANCISCO (MINAS GERAIS) - PPGSaSA

A produção de resíduos sólidos é inevitável, visto as necessidades diárias de consumo do ser humano, no entanto a destinação final de forma adequada é essencial para mitigar a degradação ambiental. Neste trabalho o objetivo foi realizar um estudo das condições de coleta, manuseio e descarte de resíduos sólidos em um munícipio, no Norte de Minas Gerais, entre os anos de 2010 a 2020, recomendando medidas para mitigação dos impactos advindos da formação dos lixões. Trata-se de um estudo observacional de caráter descritivo, realizado em São Francisco, município brasileiro às margens do Rio São Francisco em Minas Gerais. Após a autorização das Secretarias Municipais de Educação, Urbanismo e de Meio Ambiente, procedeu-se as análises dos documentos normativos constitucionais em que inserem as legislações ambientais no município. O marco inicial foi justificado pela regulação em todo o território nacional das ações e serviços de saúde pelo Estado ou em conjunto permanente ou eventual, por pessoas físicas ou jurídicas de direito público ou privadas e, o marco final, pela vigência da Lei n. 12.305/2010 que fixou um prazo para encerramento dos lixões. Procedeu-se a identificação e separação dos documentos referentes ao período de estudo, os mesmos foram separados e analisados. Foi confeccionado um manual com orientações sobre o manuseio e descarte dos resíduos sólidos, bem como informações salutares no dia a dia. Observou-se que existem problemas a serem sanados, principalmente a necessidade de geração e difusão de informações e conhecimento, formando uma comunidade consciente, capaz de selecionar, armazenar e descartar corretamente seus resíduos. Foi possível perceber a atuação de um consórcio intermunicipal multifinalitário que está sendo construído para atendimento das principais necessidades imediatas relacionadas ao cumprimento da legislação com execução de ações para eliminação dos lixões. Embora ações e projetos venham contribuindo no sentido de melhorar a situação atual da degradação ambiental quanto aos descartes de resíduos domésticos ainda é necessária a real mobilização da sociedade sanfranciscana, especialmente a partir do ambiente saudável.

The production of solid waste is inevitable, given the daily consumption needs of human beings, however, proper final disposal is essential to mitigate the environmental degradation. In this work, the objective was to carry out a study of the conditions of collection, handling and disposal of solid waste in the municipality of São Francisco (Minas Gerais), between the years 2010 to 2020, recommending measures to mitigate the impacts arising from the formation of dumps. This is an observational, descriptive study, carried out in São Francisco, a Brazilian municipality on the banks of the São Francisco River in Minas Gerais. After obtaining authorization from the Municipal Secretariats of Education, Urban Planning and the Environment, the analyzes of the constitutional normative documents in which the environmental legislation in the municipality are inserted, were carried out. The initial milestone was justified by the regulation throughout the national territory of health actions and services by the State or in a permanent or occasional set, by individuals or legal entities governed by public or private law, and, the final milestone, by the validity of Law n. 12305/2010 which set a deadline for closing the dumps. The documents referring to the period of study were identified and analyzed. A manual was made with guidelines on the handling and disposal of solid waste, as well as salutary information in everyday life. It was observed that there are problems to be solved, mainly the need to generate and disseminate information and knowledge, forming a conscious community capable of correctly selecting, storing and disposing of own waste. It was possible to perceive the performance of a multipurpose inter- municipal consortium that is being built to meet the immediate needs related to compliance, following the legislation to the execution of actions to eliminate dumps. Although actions and projects have contributed towards improving the current situation of environmental degradation regarding the disposal of household waste, the real mobilization of San Francisco society is still necessary, especially from the point of view of a healthy environment.
