Dissertação/Tese Análise de vídeos do YouTube sobre a judicialização da saúde: a proficuidade da informação audiovisual gratuita no Brasil. - PPGSaSA

Quando se trata da efetivação do direito à saúde, o poder judiciário tem papel importante no deferimento de pedidos para fornecimento de medicamentos, exames, cirurgias, entre outros. No entanto, é amplo o desconhecimento sobre a judicialização do acesso à saúde e é crescente a busca por informações nas mídias sociais virtuais como o YouTube e a inserção de tecnologias educacionais para informação e comunicação em saúde. Neste contexto a presente dissertação tem dois objetivos sendo: avaliar os vídeos brasileiros mais assistidos no YouTube sobre a judicialização do acesso à saúde pública no Brasil para avaliar a popularidade, a fonte e a utilidade do conteúdo informado ao público; e descrever a criação de uma tecnologia educacional para compartilhamento digital de informações sobre judicialização da saúde. Assim, esta dissertação foi organizada em dois artigos e cada um deles responde, respectivamente, a esses objetivos. O primeiro identificou que o YouTube promove notável compartilhamento de informações sobre judicialização da saúde pública no Brasil. Seus vídeos analisados são populares, têm abundância de fontes e seus conteúdos possuem pouca utilidade e foram desenvolvidos principalmente por profissionais do direito e da saúde. Nestes termos, entende-se que a utilização de tais vídeos como fonte de informação sobre o tema não pode ser a principal recomendação ao usuário dessa rede social virtual. Mas, os profissionais do direito e da saúde no Brasil têm uma ferramenta pública a ser explorada para oferecer informação útil sobre o tema e combater a desinformação na internet. O segundo estudo descreveu e construiu uma tecnologia educacional em formato de livro digital intitulado ‘Judicialização da Saúde Pública: direitos do cidadão e deveres do Estado’. Com 12 temas o livro digital foi elaborado em formatos compatíveis para compartilhamento em redes sociais virtuais. A tecnologia foi destinada aos gestores da saúde, mas pode ser compartilhada com buscam informações sobre a judicialização da saúde pública no Brasil. Espera-se que este tipo de estudo contribua sobre o tema junto ao público-alvo por conter informações atuais acerca da judicialização da saúde no Brasil.

When it comes to the realization of the right to health, the judiciary plays an important role in approval of requests for the supply of medicines, tests, surgeries, among others. However, there is a wide ignorance about the judicialization of access to health and there is a growing search for information on virtual social media such as YouTube and the insertion of educational technologies for health information and communication. In this context, this dissertation has two objectives: to evaluate the most watched Brazilian videos on YouTube about the judicialization of access to public health in Brazil to assess the popularity, source and usefulness of content reported to the public; and describe the creation of an educational technology for digital sharing of information on health judicialization. Thus, this dissertation was organized into two articles and each of them responds, respectively, to these objectives. The first identified that YouTube promotes remarkable sharing of information on judicialization of public health in Brazil. Their analyzed videos are popular, have plenty of sources and their contents are of little use and were developed mainly by legal and health professionals. In these terms, it is understood that the use of such videos as a source of information on the subject may not be the main recommendation to the user of this virtual social network. But, law and health professionals in Brazil have a public tool to be explored to provide useful information on the subject and combat disinformation on the Internet. The second study described and built an educational technology in digital book format entitled 'Judicialization of Public Health: Citizens' Rights and State Duties'. With 12 themes the livro digital was prepared in compatible formats for sharing on virtual social networks. The technology was intended for health managers, but can be shared with users of the Unified Health System and professionals in the areas of law and health who seek information on the judicialization of public health in Brazil. It is expected that this type of study will contribute on the subject to the target audience because it contains current information about the judicialization of health in Brazil.
